These are the two ways that a payment can be sent between counterparties. BACS takes up to 3 working days, while Faster payments will arrive almost immediately (though sometimes, it can take up to 2 hours).
Whether your payment is sent via BACS or Faster payments is decided by whoever is sending the payment.
